After seeing this, you probably have a few questions, this is here to answer them. If I missed one, simply post it below.
General Information - What is a Short?
Shorts are short term roleplays design to last 1-3 weeks and follow a set story arc and development. Each 'short' will include 5-12 players and 1-3 administrators. This will focus on a heavily involved system, allowing for a lot of development and attention with characters despite the shorter time frame. Shorts will be announced at least a week ahead of time, within which players will be able to reserve a slot as either a player or an administrative assistant for the given arc. Do not expect them to follow a coherent storyline put together, as many won't even be in the same universe, also don't expect them to always have the peachiest of endings, the first planned short simply titled 'Hunter of the void' for example, is/was horror focused. Shorts may also cover a variety of genres, from sci-fi to fantasy and everything in between, fiction and non-fiction settings alike.
Signing up for a Short is simple, simply post on the announcement thread to reserve a slot, first come, first serve. Some, however, will be given a chance to assign a slot ahead of time. Assistant administrators from the previous Short, will be allowed to reserve a slot for the new Short ahead of time but only as a player. Writers and others may also receive said advantages. Those who have not yet had the chance to participate in a Short will also be given the advantage in joining and reserving a slot.
Additional slots may be assigned to a certain Short, as special pre-written characters (event characters) may need to be played. These players will receive a very warm thank you. Another example, using once more the first Short, will have a single one of these slots, that will last the duration of the roleplay.
On a final note, Shorts will not follow a particularly strict schedule and one will not open immediately after the conclusion of another. They require a painstaking amount of effort to plan and set up, heavily relying on player input and interaction with the story and the heavy use of fanatically studying player's character sheets and backstories. Longer duration shorts, as such, will take longer to plan and set up. It's good to note, though, the better we get at running them, the smoother things will go. Expect the first few to be pretty rough around the edges.

Focusing heavily on a lot of player interaction and development within a short period of time and over an evolving arc that itself only lasts a few weeks may seem too limiting, but provided proper player input, is quite the opposite. Character sheets, for example, are entirely optional, though if you do include one, you may find yourself getting more attention. Player backstories, for instance, will be reviewed and if possible, used to drive the story at every opportunity possible, perhaps even, helping drive the main plot itself. This is very much a protagonist system. Every character is the main character, as such, it will receive due focus. This is entirely voluntary, a simple rundown of the character works just as well. Some shorts may vary on these guidelines, but common sense applied, it shouldn't be an issue.
Pretty much any character is accepted, so far as it fits the environment of the given Short, certain roles will be suggested for players to take, but don't take that as a guide, not a rule. If you want to play a spaceship janitor when we need a Captain, feel free. An NPC can just as happily handle the job. Some shorts may vary on these guidelines, but common sense applied, it shouldn't be an issue.

That's a great question and one I hadn't really considered. I'm running the Shorts server, however, I'm fine with others submitting stories/arcs and running their own, so long as they don't mind it being looked over, assisted with, etc. In fact, this first arc isn't entirely myself either, so far Lemon has helped greatly in planning, ideas, etc.
So in short, yes others will be allowed to run their own stories and arcs on the server, so long as it's run past me first and that person doesn't mind some albeit loose oversight.
